The Rural Boundary Amendment aims to protect rural lands by adding rules and language in the County Charter to make it harder to develop land in unincorporated Orange County that is outside of urban service areas. The new rules would require a โ€œmajority plus oneโ€ BCC vote for any land-use changes that would increase usage densities.
The rural boundary concept is modeled after similar initiatives in Seminole and Alachua counties.

  • It helps prevent urban sprawl, which is cheaper for developers but costly for taxpayers in the long run.
  • Urban sprawl leads to increased costs for infrastructure, which taxpayers must bear. This includes maintaining roads, schools, and other services.
  • Sprawl can cause flooding, environmental destruction, loss of wildlife habitat, and increased pollution.
  • Sprawl can result in higher costs of living, increased taxes, crowded schools, and increased crime.
  • Orange County faces a $22 billion deficit in existing transportation needs. Each new road outside the urban corridor costs taxpayers $25 million.
