311 Help & Information System

The Orange County 311 system lets you connect with government services, agencies or officials, report issues, and ask questions. The system is accessible in multiple formats: phone, web chat, online, and smartphone apps.

IMPORTANT – If you are experiencing an emergency, dial 911!

Phone: To speak with an attendant who can help direct your call, take a report to forward to an appropriate agency, or provide you information on how to connect with the right department, call 311 or 407-836-3111.

Online Chat: To chat online with an attendant click on the 311 Web Chats button on the 311 website.
Online chat services are available Monday-Friday 9am-7pm and Saturday-Sunday 9am-5pm.

Online: To submit a request online through the 311 website, click the 311 Online Requests button on the 311 website.
After you submit an online request, you will receive an email confirmation. Online requests can be submitted 24/7, but if received outside of normal business hours, they will be processed the next business day.

Smartphone App: Download the Apple or Android app for your smartphone from Apple store or GooglePlay store. The app lets you submit reports and requests through the app and track their status. It also has shortcuts to Animal Services, Current Events, and more frequently requested information.

Board of County Commissioners

Orange County is governed by a Board made up of six County Commissioners and the County Mayor. Each Commissioner serves a four-year term and is elected by the voters in their District. The Mayor also serves a four-year term, but is elected by all of the voters in the County.

BCC meetings are held twice a month on select Tuesdays between 9am and 5pm in the BCC Chambers at the County Administration Building. These meetings are open to the Public. If you wish to address the Board during one of these meetings, please refer to the information on the BCC Website regarding Public Comment (see links below). The County Administration Building is located at 201 South Rosalind Avenue in downtown Orlando. If you plan to drive downtown to attend a meeting, it is recommended that you park in the Parking Garage at 300 Liberty Street. The garage is directly across the street from the County Administration Building to the South. The garage entrance is on Liberty Street.

The Lake Avalon Rural Settlement is in County Commission District 1.

Orange County Library System

The Orange County Library System (OCLS) has 14 branches across the county, including one in Winter Garden on Plant Street. There are plans for a branch to be build in Horizon West, but until then, there is a book drop in the Hamlin Publix shopping plaza.

The OCLS offers more than just books. They offer a wide variety of events, programs and classes. With your library card you can check out books, magazines, music, movies, e-books, audiobooks, and much more. Through one of the many digital media apps, you can download e-books and audiobooks to your Kindle, smartphone, or tablet.

Orange County Animal Services

Orange County Animal Services (OCAS) is the only open admission shelter in the county, meaning they do not turn away any animal. They take in between 50 and 100 animals each day. The shelter is located on Conroy Road across from the Mall at Millenia.

They also handle calls for animal problems, such as excessive barking, damaging property, running loose, etc. You can report these types of issues through the 311 System above.

Orange County Property Appraiser

The Orange County Property Appraiser

You can use the Property Search tool and maps to look up information about any property in the County. Available information includes, property tax information, zoning, exemptions, sales history, buildings on the property, link to permits for the property, assigned schools, utilities, government districts/representatives, link to plat maps or other recorded documents, and so much more.
